I want to allow an attack against anyone not of a specific race, how would I code that?

Imagine an attack that excludes a race such as elves . . . orcs.

I have been playing Wesnoth for two years. Recently, I have decided to create my own scenarios. I use Mac OS X. I feel I do well with tactics and not shabby with strategies. Perhaps, I may be useful play-testing until I become better at programming?
